Aggarwal said that Shena had last year qualified for All Aggarwal said that Shena had last year qualified for All India Services and got selected for IRS. She is the elder of two siblings. Her mother is a homemaker and her brother is doing B.Tech from BITS, Pilani. Born in Rohtak in Haryana, she had her early education from Bathinda in Punjab.

Call it the mother of all paradoxes. Haryana and Punjab have the worst child sex ratios - in that order - in the country. But two girls, Shena Aggarwal and Rukmani Riar, from small towns of these states have topped India’s most prestigious exam, conducted by the Union Public Service Commission for appointment to the civil services.

Shena Aggarwal (25), a resident of Yamunanagar in Haryana, secured the first rank in the civil services examination-2011, the result of which was declared on Friday. Rukmani Riar, 24, of Hoshiarpur (Punjab), got the second position.

Shena hit the bull’s eye in her third attempt. She is an MBBS (bachelor's in medicine and bachelor's in surgery) graduate from All India Institute of Medical Sciences (AIIMS), New Delhi. She was also the all-India topper in the Pre-Medical Test (PMT) in 2004.

She is currently undergoing 16-month training in the Indian Revenue Service (IRS), which started in December last year at Nagpur.

Shena told HT that she was extremely happy but also quite surprised to come up trumps. She started preparations for the exam after her internship at AIIMS in January 2010. She picked psychology and medical science as her subjects and then started brushing up her knowledge of current affairs.

Shena said she did not go for coaching, but joined a test series in New Delhi.

Shena’s father Dr CK Aggarwal is a dentist in Yamunanagar; her mother is a housewife. A beaming Dr Aggarwal said, “She has always made us proud. She stood first in the Class-12 CBSE examination in 2004, and was also the topper of the 2009 MBBS batch from AIIMS.”

Rukmani, a gold-medallist post-graduate in social sciences from the Tata Institute of Social Sciences, Mumbai, excelled in the UPSC exam in her maiden attempt.

Triple celebrations for Punjab-Haryana

We congratulate Shena for this tremendous feat and wish her all the best in her Career.
Chandigarh, May 4 (PTI) It was triple celebrations for the twin states of Haryana and Punjab, with candidates from the region bagging the top three position in Civil Services Examination. "I was pleasantly surprised with the result. This was my third attempt and I didn't expect to top. I am grateful to God," said Shena Aggarwal, a resident of nondescript town Yamunanagar in Haryana, who is currently undergoing training for IRS in Nagpur academy. Rukmini Riar, who followed her in second place, is a resident of Hoshiarpur in Punjab while Prince Dhawan, who came third, is the son of Commissioner of Income Tax in Chandigarh - the joint capital of the two states. The urge to work for the under-privileged and provide the common man with basic amenities like health and sanitation inspired 25-year-old Shena, a medicine graduate, to appear for civil services. Asked what prompted her to give up medicine and become a civil services aspirant, she said: "As a doctor, I was aware of the problems faced by people when it came to health and other issues. There are many people who don't have basic amenities and proper health care in the country, she said, adding she would work for their betterment once she takes up government service. "I would work on providing basic amenities like education, health and sanitation to people. That would be my aim," said Shena, who wants to join IAS. Shena said she would not have achieved this feat without "tremendous support" from her family members. "My daughter has all through been a topper in her studies, including in pre-medical examination," said her gushing father C K Aggarwal, a dental surgeon, who became emotional as neighbours and relatives thronged their house and distributed sweets.
